Mayor Bowser Announces Signing of Fraternal Order of Police DC Corrections Labor Union Working Conditions Bargaining Agreement

(WASHINGTON, DC) – Today, Mayor Muriel Bowser was joined by Department of Corrections (DOC) Director Tom Faust, Office of Labor Relations and Collective Bargaining Director Lionel Sims, Jr., Fraternal Order of Police DC Corrections Labor Union Chairman John Rosser, and the Fraternal Order of Police DC Corrections Labor Union Executive Board for the signing of the Fraternal Order of Police DC Corrections Labor Union Working Conditions Bargaining Agreement.

The prior agreement, which expired in 2005, was renewed annually during the ongoing 10-year negotiation process. The DOC labor and management negotiation team worked through 36 articles of the agreement including provisions such as: employee and management rights, union and management meetings, employee counseling, grievance procedures, health and wellness, and training.  This agreement, which became effective upon the Mayor's signature, governs labor-management matters for nearly all unionized employees of DOC.

“It is satisfying to announce that after more than a decade of working tirelessly to find common ground, we now have an agreement that fairly represents the proud and dedicated employees of DC Department of Corrections,” said Mayor Muriel Bowser. 

The Fraternal Order of Police DC Corrections Labor Union represents over 750 correctional officers and non-uniformed staff, and is the sole representative for all labor matters. The approved working conditions agreement will remain in effect through September 30, 2019. Under the leadership of DOC Director Tom Faust and DC Corrections Labor Union Chairman John Rosser, DOC has established a strong labor-management partnership supported by open and candid dialogue, and a true commitment to resource sharing.
