Mayor Bowser Announces Key Appointments

(Washington, DC) – Today, Mayor Muriel Bowser announced transitions of executive leadership in the cabinet.

Charles Hall, Jr., Acting Director – Department of Human Resources (DCHR)

Charles Hall, Jr. is appointed Acting Director of the Department of Human Resources (DCHR). Director Charles Hall, Jr. has more than 15 years of leadership and focus on a vision-driven approach to decision making, strategic planning, and tactical implementation. In 2008, Director Hall began his human resources career as HR Administrator at Under Armour in Baltimore, MD. From 2012 to 2013, he served in the Baltimore City Department of Public Works, conducting a range of administrative actions to support continuity of operations and achievement of core mission. From 2013 to 2022, Director Hall served at the Baltimore City Schools, holding several leadership roles, including Human Capital Specialist, Manager of School Based Staffing, and Director of Employee Engagement. In 2022, Director Hall joined Baltimore City Community College as Assistant Vice President of Human Resources and Payroll, a cabinet-level role with oversight of personnel, federal and state employment laws, and employee relations, including labor management.

Richard Livingstone, Director – Mayor’s Office of Community Relations and Services (MOCRS)

Richard Livingstone is appointed Director of the Mayor’s Office of Community Relations and Services (MOCRS). Director Livingstone is a committed public servant committed to creating innovative solutions to resolving community challenges. In 2016, he began his tenure in District Government as a MOCRS Ward 2 liaison, working to coordinate the response of multiple District agencies to solve persistent neighborhood problems and tailor scheduled services to meet the community’s needs. Director Livingstone recently served as Deputy Chief of Staff and Communications Director for the Department of Housing and Community Development, where he was responsible for the agency’s external presence including website, social media, advertisements, publications, and media relations. He also had direct oversight of the agency's Neighborhood Based Activities Program that administers over $10 million annually in Community Development Block Grants to a network of community based organizations to provide housing counseling, small business technical assistance, and facade improvement work in low- and moderate-income communities.
